(一)近年来我市特殊教育事业发展情况。2010年4月，我

　　市召开全市特殊教育工作会议，市政府办公厅下发了《转发市教

　　委等八部门关于进一步加快我市特殊教育事业发展意见的通知》

　　(津政办发〔2010〕46号)，市教委印发了《关于实施〈天津市

　　特殊教育学校现代化建设标准〉的意见》(津教委〔2010〕36

　　号)。我市完成了各区县特殊教育学校改扩建和新建工程，全部

　　达到《特殊教育学校建设标准》(建标156-2011)。按照教育部

　　的义务教育阶段三类特殊教育学校(盲校、聋校、培智学校)教

　　学与医疗康复仪器设备配备标准，为各区县特殊教育学校配送仪

　　器设备。对全市特殊教育学校教师、校长进行了全员培训，组织

　　开展了全市特殊教育学校教师职业技能大赛。到2012年底，我市

　　特殊教育学校全部完成了达标建设任务，并通过教育督导验收。
